Volunteer search and rescue organization Syria Civil Defense shared photos of the aftermath as crews worked to rescue civilians from the rubble in Idlib following the strike.

According to ITV, jets flew by and struck a busy market in the Syrian city located in northwest Syria. Residents speculated the jets were Russian because they flew at higher altitudes than Syrian helicopters.

Earlier on Friday, U.S. Secretary of State John Kerry and Russian Foreign MinisterSergei Lavrov announced a new cease-fire agreement to reduce violence in Syria.

The cease-fire between the U.S.-backed Syrian rebels and President Bashar al-Assad’s regime, as well as his Russian and Iranian allies, was set to begin on Sept. 12, three days after the strike in Idlib.
